Why is private insurance so important for the candidates?

In early February 2009, the Minister for Immigration and Citizenship, Sen. Chris Evans announced draft changes to employer obligations for overseas workers. Of note was the proposal to "remove the requirements for employers to cover costs for temporary overseas workers".
